In reality, local construction committees and other construction management departments will charge a fixed amount of supporting funds per square meter according to the area of new and expanded buildings, and then determine a certain proportion of the amount as special funds for gas construction.

Prior to this, this part of "gas supporting fee" was usually allocated to gas companies for the construction of urban gas public network (i.e. gas pipeline network outside the red line). In the past, it should be taken into account that the demand for funds in the urban gas construction phase is large. While the gas company obtains the funds allocated for public network construction, the policy still allows the initial installation fee to be collected within the red line, so that the gas company can raise enough urban gas construction funds as soon as possible.

At present, with the basic completion of the public gas network in most cities, the demand for funds for this part has decreased, which in fact has also led to the reduction of the amount allocated by the government.
